Operations, Maintenance, and Optimization of Groundwater Remedies

Bayside was awarded a contract for continuing the operations and maintenance (O&M), groundwater monitoring and reporting for the Installation Restoration Program (IRP) Sites 16, 18, and 24, located at the Former Marine Corps Air Station (MCAS) El Toro in Irvine, California. The main objective of this project was to continue the O&M/long-term monitoring (LTM) of the existing groundwater remedies, including the extraction and conveyance system, as documented in each site’s respective Record of Decision (ROD). Bayside worked closely to gain final approval of the work required by Base Realignment and Closure (BRAC) Program Management Office (PMO) West, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW), with concurrence from regulatory agencies (United States Environmental Protection Agency (EPA), California Department of Toxic Substances Control, and the California Regional Water Quality Control Board, Santa Ana Region).

The RODs present the selected remedial actions to be implemented at IRP Sites 16, 18, and 24, which consists of either monitored natural attenuation (IRP Sites 16) or groundwater extraction and treatment (IRP Sites 18 and 24) to decrease concentrations of volatile organic compounds (VOCs), primarily trichloroethene, to federal or state drinking water standards. Additional remedial action objectives included containing migration of the plumes and preventing the use of the groundwater for domestic purposes. All requirements under the ROD were adhered to as part of this project. The United States Navy (Navy) also worked in cooperation with the Restoration Advisory Board and the public to implement these remedial actions.
