Under the Southern California Edison’s Large Capitalization On-Call Environmental Services Contract, Bayside conducted a roughly 35-acre delineation of wetlands and waterways in Los Angeles County, California, on Santa Catalina Island.  The Jurisdictional Determination (JD) was performed by Bayside as part of the Southern California Edison Wrigley Pipeline Replacement Project. The Project occurs within an isolated and mountainous region of Santa Catalina Island, which is difficult to access within rugged terrain. The JD concisely detailed the limits of: (1) U.S. Army Corps of Engineers (USACE) jurisdiction pursuant to Section 404 of the Clean Water Act (CWA); (2) Regional Water Quality Control Board’s (RWQCB) legal authority in accordance with Section 401 of the CWA and as defined within Section 13050(e) (et seq.) of the California Water Code (CWC) via the Porter-Cologne Water Quality Control Act (Porter-Cologne); (3) California Department of Fish and Wildlife (CDFW) jurisdiction pursuant to Section 1600 (et seq.) of the California Fish and Game Code (CFG Code); and (4) California Coastal Commission’s (CCC) authority pursuant to California Coastal Act (CCA) Section 30121 & California Code of Regulations Title 14 (14 CCR Section 13577) within the 35-acre study area.  To that end, three special aquatic resource areas were delineated as Waters of the U.S. and State on the Island, and roughly 0.5-acres of both CCA and USACE-defined wetlands were mapped as well.
